Charles' father was Cornelius Barker and his mother was Mary Baily. His paternal grandparents were John Barker and Ann Mizen. He had six brothers and a sister, named Robert, Henry, John, James, Walter, Alfred and Ellen. He was the second oldest of the eight children.
